He lives in his own time portal. China is the Red Serpent portal. This fella looks like a Zeta. The E.T. are among us, especially the elite trying to put humanity on a trajectory that benefits them. It’s up to us to get our head out of the sand and respond.
Not all elite or E.T. are nefarious. Use your intuition and don’t judge people just because they look different. However, they are likely an E.T. hybrid, which is fine IMO. I think we all are anyway.
