The Moon is Neutral Territory

This song exactly describes the issue here, and beautifully sung.

The Moon’s a harsh mistress and hard to call your own”

This is the day the treaty went in to effect, October 10, 1967. Check it yourself. It’s in the document below. I don’t make up destiny alignments. This is the Psi Bank Matrix covering our local system synchronicity:

Crystal is communal. Dog is love and loyalty. That is what the vibe is supposed to be in our local system and on the moon.

Those uniforms look very Nazi-like or Star Wars Empire. TERRIBLE. The Moon is NOT ours.

Regardless of Trumps public edict or Elon’s money via Starship and supplies poured into a Moonbase or Artemis Mission, the moon will remain NEUTRAL GALACTIC TERRITORY. You can ask whoever uses the moon to contribute financially but you can’t make them. And there is no space war allowed.

Outer Space Treaty (1967)
Full name: Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies.

Opened 27 January 1967. In force 10 October 1967. First depositaries: US, UK, USSR. 100+ parties, including the United States. It is the floor of space law, not a lunar police force.

What it actually says (the articles that matter)

Article I — province of all mankind (should be humankind and include Stellar Species)
Explore and use space, including the Moon, for the benefit of all countries. Freedom of scientific investigation. Access is not a rich-club privilege on paper.

Article II — no national soil
Space and celestial bodies are not subject to national appropriation by sovereignty, use, occupation, “or by any other means.”
(A flag, a base, or a Truth Social post does not make a crater Florida. This is the sentence your “neutral zone” sits on.-GROK)

Article III
Space activity stays under international law and the UN Charter (peace, cooperation).

Article IV — weapons
No nuclear / WMD in Earth orbit, on bodies, or “stationed in outer space.”
Moon and other bodies: peaceful purposes only — no military bases, weapons tests, or maneuvers on the bodies.
(What it does not clearly ban: conventional weapons in Earth orbit, or military support spacecraft that never park a fort on the dirt. That gap is why Space Force arguments never end.)

Article V
Astronauts as envoys of mankind. (humankind)Help them if they come down in your country or at sea.

Article VI
A state is responsible for its space activity — including companies. A private lander is still that country’s problem. License and supervise.

Article VII
You pay if your object damages another country.

Article IX
Due regard. Don’t trash or biologically contaminate. Consult if you might harmfully interfere with someone else.

What it does not do

  • No lunar court, inspector, or automatic fine.
  • Does not settle who may mine ice in the same crater.
  • Does not say a habitat is illegal — only that the ground isn’t a province.
  • The later Moon Agreement (1979) tried to treat resources as a common heritage; the US did not ratify it. Artemis Accords and others try to write practical rules on top of 1967, not replace Article II.

The US does have space weapons that are basically illegal. The universe has a pile of reasons to step in.

SpaceX helps them…of course.

SpaceForce Synchronicity with Star Wars

The Japor Snippet is the Skywalker Labyrinth…symbolizing four sacred paths towards transformation, healing and peace. That is the purpose of our moon.

Padme’s Trinket

SPECULATION

Yesterday on the discord, someone asked if the Japor Snippet had any real significance. The general consensus ended up being that it just symbolized two stars (or binary suns). I assumed it was the needed union of both Rey and Ben Solo; the light and dark; masc. and feminine; yin and yang…etc..etc… and since I didn’t have time to comment, I was left with my own questions. It is possible that it means more than just that?

In Hindi, jāp means ‘prayer’, and or means ‘direction; path; way’ (Hindi-English.org). And as we all know, Padmé chose to carry this necklace with her on her deathbed. As a sign of her conviction in choosing the true path. At the end of Revenge of the Sith, she was the ONLY ONE who still believed in Anakin – when everyone else chose to turn their backs! She abandoned her ‘old path’ of trying to control things through political powers, and mortal love alone. She humbly faced her own limitations when she saw that she alone couldn’t bring peace to her Beloved.

The Japor Snippet reminds me of the mystical labyrinth. Labyrinths, or ‘prayer/meditation walks’ are basically metaphors for life. Their purpose is to activate and facilitate the transformation of our human spirit. An ancient practice that is a tool for ‘centering’ yourself (the mandala is also this). A personal journey towards the deepest part – the sacred temple – of your soul….as a metaphorical gateway to becoming one with the Divine/Universe. Ironically, the ancient druids (droids?) believed in this too.

Labyrinth

Japor

Lastly, the Cathedral of Chartres (Notre Dame) has a labyrinth carved into the stones of the floor. And I remember Joseph Campbell speaks of this place (the cathedral as a whole) – that when entered, serves as a living masterpiece that brings the true meaning of all mythology to life before his eyes. This ‘temple’ personifies the Divine Feminine – the ‘womb’ of creation. Leading the hero (us) through various tests. The first is to cross the thresholds – layers of our subconscious (I.e. gargoyles being the shadows, keeping watch) – to find our origins, or true LIGHT. Jung talks about the ‘feminine’ often being the way that leads us back home. Inside there are the stained glass windows that are shaped like the lotus flower too…. having a center that depicts ‘truth’. In this case, it is Christ. Metaphorically, it is the Word of God within the ‘Ark of the Covenant’. A symbiotic relationship between Man and The Divine?

Window

The Japor has this center. I believe because Padmé chose the right path first, she is the one that is leading her family – Luke, Leia, Ben and Rey back home. Because she is the Great Mother. All have to come together to their center in order to bring balance to the Force. They all need one another. They are all in the labyrinth.

Maybe Anakin received this vision in his dreams….but at nine years old, didn’t quite understand it’s significance. Which is why his flag looks similar? So, he gives it to Padmé…. like a GRACE …. perhaps showing her what she must do to bring peace. Like a foreshadowing?

No Country Owns the Moon…

That’s  what Corey Goode told us years ago but now I wonder…

This is from GROK5

Celestial bodies like the Moon cannot be subject to national appropriation by sovereignty claims, use, occupation, or any other means. Installations and equipment remain the property of the entities that launched or built them, and they must generally be open to visitation by other parties on a reciprocal basis. All activities must be for peaceful purposes.

1967 Outer Space Treaty

Right. But the new rule is might makes right and overstepping the law, as of 2020 I guess. Am I cynical or realistic?

No country owns the Moon, including the United States.

Under the 1967 Outer Space Treaty (which the US and nearly all spacefaring nations have signed).

(Idk, a lot has happened politically since 1967. 😐)

The Main “New Moon Base” Plans: NASA’s Artemis Program
The most advanced and widely discussed plans for a lunar base come from NASA’s Artemis program (often called Artemis Base Camp or the lunar surface infrastructure at the south pole). This is a US-led effort with significant international and commercial involvement, not a purely neutral international project (like a UN-led effort) and not a US sovereign claim or exclusive ownership.

Key characteristics:

US leadership in building and running the core: NASA sets the overall architecture, funds the majority through contracts, and will handle primary operations/command. Recent 2026 updates show NASA awarding contracts to US companies (e.g., Blue Origin for landers delivering rovers/buggies, Firefly Aerospace for drones, Astrolab and Lunar Outpost for Lunar Terrain Vehicles). 🤔 Core elements like certain power systems and foundational habitats are expected to remain under US government or US commercial ownership/operation. 😐

(Then the 1967 agreement is in name only. Nothing is being led coperatively or paid for cooperatively so the U.S. is dominating as usual, which is the way they like it.Very Reptilian which is not a compliment. )

Substantial international partnership (but not fully neutral): 68 countries have signed the Artemis Accords as of June 2026. These are a set of US-initiated principles (grounded in the Outer Space Treaty) for safe, peaceful, transparent, and sustainable lunar activities. Partners contribute specific hardware and expertise:
  – Italy (ASI): Multi-Purpose Habitat / foundation surface habitat module.
  – Japan (JAXA): Pressurized rover (Lunar Cruiser) and astronaut opportunities.
  – Canada (CSA): Contributions to mobility/utility vehicles.
  – ESA and others: Various support, with broader Accords signatories committing to interoperability, data sharing, and deconfliction.

This creates a US-led coalition base with partner stakes, similar in spirit to the International Space Station (ISS) model, where partners own/operate their contributed elements but overall coordination is led by the primary agency.

Commercial role: Heavy reliance on US private companies (SpaceX Starship for crewed landings, Blue Origin, etc.) for landers, delivery, and services. This keeps costs down and enables incremental growth. 🤫

Safety zones and deconfliction (via Artemis Accords): Partners agree to notify others about operations and establish temporary, science-based “safety zones” around active sites to prevent harmful interference. These are not permanent sovereignty claims and end when operations cease. The goal is peaceful coexistence and free access principles from the Outer Space Treaty.

Timeline (as of mid-2026 plans): Robotic precursors and initial landers/drones/rovers targeted for late 2026 onward. Crewed landings ramp up around Artemis III (~2027) and Artemis V (~late 2028), with base construction (habitats, rovers, power) building incrementally at the lunar south pole for access to water ice, science, and long-duration stays (up to months). It is designed as a stepping stone for sustainable presence and Mars preparation.

Here are concept visualizations of what the Artemis lunar base elements could look like:

Parallel Effort: China-Russia International Lunar Research Station (ILRS)
China (CNSA) and Russia (Roscosmos) are developing their own separate lunar research station (ILRS), with construction phases targeted for 2026–2035 and utilization from around 2036. It is open to other partners (some countries have joined), but it operates outside the Artemis framework. This creates two main lunar activity clusters rather than one unified neutral base. 😑

Bottom Line
Legally: The Moon stays international territory. No one “owns” it or can claim sovereignty. (But they could and would do it by force or just physical domination. That’sthe U.S. way. Shoot now talk later.L.T.)

Practically for the Artemis base: The United States (via NASA and American companies) will build and primarily run/operate the core infrastructure, with meaningful contributions and participation from international partners under shared rules (Artemis Accords). It is collaborative but clearly US-led—not a neutral, fully multilateral project.
Geopolitically: Expect coordinated but separate US-led (Artemis) and China-led (ILRS) activities, managed through principles of transparency and non-interference rather than exclusive control.

The focus for all involved is science, resource utilization (e.g., water ice for life support/fuel), technology testing, and long-term sustainability—not territorial ownership. Plans continue to evolve with budgets, technology, and partnerships.

Looks to me like the U.S. is trying to be in control, per usual.-Lisa T.
